I hadn't realized that the dogged pursuit of those daring to watch television without paying the license fee was instituted way back before the war, only a few years after the commencement of regular TV broadcasting. More here and a video from the seventies below.

I do have vague memories of a story running regarding a British navy rating who got nabbed for having an unlicensed TV in his cabin even though it was below the waterline and so, apparently, technically unable to receive broadcasts...
